The Missouri Council of the Blind (MCB) is committed to protecting your privacy. This Privacy Policy explains what personal information we collect on moblind.org and through our programs, how we use it, who we share it with, and how we protect it. By using our website or participating in MCB programs, you agree to the practices described here.

Information We Collect

Information You Provide Directly

When you interact with MCB — by joining as a member, making a donation, applying for a program, or contacting us — you may provide us with personal information such as:

  • Your full name, mailing address, city, state, and ZIP code
  • Phone number(s) and email address
  • Vision diagnosis and degree of visual impairment (for program eligibility)
  • Payment information when processing donations (handled via secure payment processor)
  • Information about your needs when applying for adaptive technology, scholarship, or special services programs
  • Any other information you voluntarily provide in forms or correspondence

Information Collected Automatically

When you visit moblind.org, our web server automatically records standard technical information:

  • IP address and approximate geographic location (city/state level)
  • Browser type, version, and operating system
  • Pages visited and time spent on each page
  • Referring URL (the page that linked you to ours)
  • Date and time of your visit

This information is used for server administration, security monitoring, and understanding how our visitors use the site. It is not linked to your personal identity.

Cookies

moblind.org uses only session cookies — small files stored in your browser that expire when you close your browser window. We use session cookies solely for form functionality (such as CSRF protection on contact and application forms). We do not use third-party tracking cookies, advertising cookies, or any cross-site tracking technology.

We do not sell, rent, or trade your personal information to third parties — ever.

How We Use Your Information

MCB uses the personal information we collect only for lawful, nonprofit purposes:

  • Membership administration: Processing membership applications, renewals, and maintaining member records
  • Program administration: Evaluating eligibility and administering MCB programs including scholarships, adaptive technology grants, white cane requests, summer camp registration, and special services grants
  • Donation processing: Processing one-time and recurring donations and issuing charitable contribution receipts for tax purposes
  • Communications: Sending the Missouri Chronicle newsletter, program announcements, convention information, and other MCB news — you may opt out at any time (see Your Rights and Choices)
  • Responding to inquiries: Answering questions and requests submitted through our contact form, phone, or email
  • Website improvement: Analyzing aggregate, anonymized usage data to improve the accessibility and usability of moblind.org
  • Legal compliance: Meeting obligations under applicable law, including IRS 990 reporting requirements for 501(c)(3) organizations

We will not use your personal information for purposes materially different from those described above without your prior consent.

Information Sharing

MCB does not sell, rent, or trade your personal information. We share information only in the limited circumstances described below:

American Council of the Blind (ACB)

As a state affiliate of the American Council of the Blind, MCB shares member names and contact information with ACB as required for national affiliate reporting and membership coordination. ACB is bound by its own privacy policy; MCB members may also join or interact directly with ACB at acb.org.

Service Providers

MCB works with third-party service providers who assist with operations, including payment processors for donations and email delivery services for the Missouri Chronicle. These providers receive only the information necessary to perform their services and are contractually required to protect your data and use it only for the specified purpose.

Legal Requirements

MCB may disclose personal information if required to do so by law, court order, or government request, or to protect the rights, safety, or property of MCB, its members, or the public.

MCB will never sell your personal information. Period.

Data Security

MCB takes the security of your personal information seriously. We implement the following measures to protect data on moblind.org and within our organization:

  • SSL/TLS encryption: All data transmitted between your browser and moblind.org is encrypted using HTTPS
  • Limited access: Personal data is accessible only to MCB staff and volunteers who need it to perform their duties
  • CSRF protection: All online forms include cross-site request forgery (CSRF) protection to prevent unauthorized submissions
  • Regular security reviews: We periodically review our security practices and update them as needed
  • Secure hosting: moblind.org is hosted on servers with enterprise- grade security controls

Please be aware that no method of data transmission over the Internet or method of electronic storage is 100% secure. While we strive to use commercially reasonable means to protect your information, we cannot guarantee absolute security. We encourage you to use strong, unique passwords and to protect your own devices.

Your Rights and Choices

You have the following rights regarding your personal information held by MCB:

  • Access and correction: You may request access to the personal information MCB holds about you and ask us to correct any inaccuracies. Contact us at moblind@moblind.org or (314) 832-7172.
  • Opt out of email communications: Every MCB email newsletter and announcement includes an unsubscribe link. You may also contact us directly to be removed from our mailing list.
  • Deletion: You may request that MCB delete your personal information. We will honor such requests to the extent permitted by law and our obligations (for example, we may be required by law to retain financial and donation records for a period of time).
  • Missouri residents: Missouri residents have rights under applicable Missouri state privacy law. Contact us to exercise these rights.

Cookies and Tracking

moblind.org takes a privacy-first approach to cookies and tracking:

  • Session cookies only: We use session cookies to support form functionality (CSRF tokens). These cookies expire automatically when you close your browser and contain no personal information.
  • No advertising cookies: We do not use any advertising networks, remarketing pixels, or third-party behavioral tracking.
  • No cross-site tracking: We do not share your browsing activity with other websites or data brokers.
  • Server-side analytics only: We use basic server-side log analysis to understand aggregate traffic patterns. This data is anonymized and not linked to individual users.

You can configure your browser to refuse all cookies; note that this may affect the functionality of our contact and application forms.

Children's Privacy

moblind.org is not directed to children under 13 years of age, and we do not knowingly collect personal information directly from children under 13. Our Youth Services program (for K–12 students) and Summer Camp program collect information about minors only through their parent or legal guardian.

If you are a parent or guardian and believe that your child has provided us with personal information without your consent, please contact us at moblind@moblind.org and we will promptly delete that information.

moblind.org contains links to external websites that may be useful to our members and visitors — including resources from the American Council of the Blind (ACB), the Missouri Rehabilitation Services for the Blind (RSB), the National Library Service (NLS), and other organizations. These external links are identified with an icon indicating they open in a new tab.

MCB is not responsible for the privacy practices or content of external websites. We encourage you to review the privacy policy of any website you visit.

Changes to This Policy

MCB may update this Privacy Policy from time to time to reflect changes in our practices, technologies, legal requirements, or other factors. When we make material changes, we will:

  • Post the updated policy on this page with a revised "Last Updated" date
  • Note the change in the next edition of the Missouri Chronicle if the changes are significant

Your continued use of moblind.org or participation in MCB programs after we post an updated Privacy Policy constitutes your acceptance of the updated policy. If you do not agree to the updated policy, please discontinue use of the site and contact us if you wish to have your information removed.
