The Missouri Council of the Blind is deeply committed to digital accessibility. As an organization serving blind and visually impaired Missourians, we hold ourselves to the highest accessibility standards. moblind.org is designed to meet WCAG 2.2 Level AA as our minimum standard, and we strive for Level AAA on all public pages. Accessibility is not an afterthought here — it is our core responsibility.

Our Commitment

MCB is committed to ensuring that moblind.org is accessible to all users, including blind and visually impaired individuals, people with other disabilities, and all users regardless of their assistive technology or browsing environment.

  • WCAG 2.2 Level AA compliance as our minimum standard; Level AAA where technically feasible on all public pages
  • Regular accessibility audits conducted throughout the website rebuild process
  • Screen reader tested with NVDA, JAWS, and VoiceOver throughout development
  • Complete keyboard-only navigability — every feature usable without a mouse
  • High color contrast throughout: MCB Blue (#003087) achieves a 11.4:1 contrast ratio against white — far exceeding the AAA threshold of 7:1

Accessibility Features

moblind.org is built with the following accessibility features throughout:

  • Skip navigation link — a visible "Skip to main content" link appears at the top of every page for keyboard users and screen reader users
  • Logical heading hierarchy — every page uses a single H1, followed by H2 and H3 headings in correct hierarchical order
  • Descriptive alt text — all meaningful images have descriptive alt text; decorative images use alt=""
  • Icon accessibility — all Bootstrap Icons are aria-hidden="true" with adjacent visible or visually-hidden text labels
  • ARIA landmarks — every page uses semantic HTML5 elements and ARIA roles: <header>, <nav>, <main>, <footer>, and <aside> where appropriate
  • Accessible forms — all form fields have associated <label> elements; required fields are marked; error messages are programmatically associated with their fields via aria-describedby
  • Focus indicators — a highly visible 3px gold + 5px blue double outline appears on every focused interactive element, ensuring clarity for keyboard users
  • Dark mode / light mode toggle — available in the navigation bar on every page; preference is saved across visits via localStorage
  • Large text mode toggle — scales all fonts from 16px to approximately 19px base; available in the navigation bar on every page
  • Accessible phone number labels — phone numbers displayed as digits have ARIA labels that spell out each digit group (e.g., "3 1 4, 8 3 2, 7 1 7 2") for screen reader clarity
  • External link announcements — links that open in a new tab include visually-hidden text ("opens in new tab") for screen reader users
  • Color is never the only means of conveying information — text labels, icons, or patterns always accompany color-coded information
  • Accessible tables — all data tables use <th> elements with appropriate scope attributes; complex tables include aria-label descriptions
  • ARIA live regions — dynamic content updates (form confirmations, search results, donation amount changes) are announced to screen readers via aria-live regions

Typography and Visual Design

Typography choices on moblind.org are specifically selected to support readers with low vision:

  • Atkinson Hyperlegible — the primary body font; designed specifically by the Braille Institute to maximize legibility for readers with low vision, with distinctive letterforms that reduce confusion between similar-looking characters (e.g., 0 vs. O, 1 vs. l)
  • Inter — used for headings; a highly legible sans-serif designed for screen readability
  • Minimum font size: 16px for all body text; larger sizes used for introductory paragraphs (font-size: 1.125rem)
  • Line height: 1.6 minimum throughout body text, improving readability for readers with low vision and cognitive disabilities
  • 400% zoom: All page content reflows correctly at 400% browser zoom without horizontal scrolling or loss of functionality (WCAG 2.2 SC 1.4.10 Reflow)
  • Responsive design: moblind.org works correctly on all viewport sizes — from small mobile screens to large desktop monitors — and all content is accessible on touch devices
  • Spacing: Sufficient space between interactive elements (minimum 44×44px touch target size) following WCAG 2.5.5 guidelines

Keyboard navigation: Every interactive element on moblind.org is reachable and operable using a keyboard alone. Tab order follows the visual reading order on all pages.

Known Limitations

While we strive for full accessibility, we are aware of some current limitations:

  • Legacy PDF documents: Some older PDF documents linked from moblind.org (e.g., older issues of the Missouri Chronicle) may not be fully accessible. We are working to remediate or replace these documents. If you need an accessible version of any document, please contact MCB and we will provide an alternative format.
  • Third-party content: Some embedded third-party content (such as payment processor widgets for donations) may not be within our direct control. We choose providers with strong accessibility commitments and advocate for improvements.
  • Pages still in development: As the website rebuild progresses, some pages are still being developed. These pages will be accessibility-tested before launch.
