Budget Issues -
State revenue projections for the current fiscal year (through June 30th) again were revised downward yesterday, as news came that the state expects to end the year with a 12.7 percent decline in state revenues from the previous year. An additional $125 million in reductions were announced for the current year, including the elimination of some in-home care services effective April 1st for an estimated 2,600 persons with disabilities or who are elderly.
The House Budget Committee will be working on all of the departmental budget bills this week, with hearings (all in Hearing Room 3) scheduled for:
Monday, March 15th at 9:00 a.m.
Tuesday, March 16th at 8:00 a.m.
Wednesday, March 17th upon morning adjournment; and
Thursday, March 18th at 8:00 a.m.
The Senate Appropriations Committee also has hearings scheduled (all in the SCR 2) for: Monday, March 15 at 12:30 p.m. on the Department of Social Services;
Tuesday, March 16th at 8:00 a.m. on the Department of Social Services;
Wednesday, March 17th at 8:00 a.m. on reappropriations;
New Bills Introduced -
HB2305 - Dedicated Fund Sweep

This bill is identical to SB1000. It would sweep part of the existing fund balances from 23 different dedicated funds into the general revenue fund. Disability-related funds that would be swept include up to $2 million from the Deaf Relay and Equipment Distribution Program Fund balance. This is the fund that provides monies for Relay Missouri and for the Telecommunications Access Program (TAP); and up to $4 million from Spinal Cord Injury Fund. The bill has not yet been assigned to a committee and is identical to SB1000.
HB2306 - Transitioning
Rep. Guest
This bill would require the Department of Mental Health to develop a plan for transitioning of residents of developmental disability settings to the most appropriate settings. It has not yet been assigned to a committee.
