HB1918 - HealthNet Cost Containment

HB1918, introduced Tuesday, incorporates some of the Department of Social Services recommendations from the Lewin Group, the D.C.-based healthcare consultants. They've been studying cost-saving measures for MO HealthNet, including long-term care. They presented findings yesterday to House and Senate Appropriation Committees. Among the provisions in HB1918:
a.. Personal Care Assistance would be capped at 3 1/2 hours per day and 60 hours per month. If a consumer was able to demonstrate the need for more hours, up to 20 additional hours a month could be awarded. The cap would also apply to Consumer Directed PCA's.
a.. A telephone tracking system would be developed for tracking working hours for PCA's. The system will be used for processing payroll and submitting claims to MO HealthNet.
a.. When a HealthNet health plan needs to use a provider outside the plan's network they will not have to pay the provider more than 95% of the MO HealthNet fee-for-service rate.
a.. A Psychotropic Medication Review Subcommittee would be set up to look at how to monitor the prescribing system in HealthNet to more closely to address questionable prescribing patterns for psychotropic medications.
HB1918 hasn't yet been assigned to a committee.
