On July 24, 2009 at a ceremony to mark the 19th Anniversary of the Americans
with Disabilities Act, President Obama will announce that the U.S. will sign

the International Convention on the Rights of Persons with Disabilities
(CRPD).  The official signing of the Convention will take place on July 30th
at the United Nations by the U.S. Ambassador to the U.N.

Susan Rice.  At some point after the signing, the Administration will submit
to the Senate for advice and consent to ratify the treaty.  Two-thirds of

the Senate is required to ratify the treaty.  By signing the treaty the U.S.
agrees to uphold the general ideas of the CRPD, but is not legally bound
under

international law until the Senate ratifies the treaty.  Currently 140
nations have signed the CRPD and 60 have ratified.  Developed nations who
have already

ratified the Convention include Austria, Australia, Belgium, Germany, Italy,
Spain, Sweden, the United Kingdom, and New Zealand
