Dear Peter,
 
I find it interesting the claimant did not file under the auspices of the  
Americans with Disabilities Act.  Is it because perhaps the National  
Federation of the Blind did not endorse the ADA when it was initially rolled-out  
in 1990?  Has NFB since endorsed it?  I never get a clear  answer.  Perhaps 
you or others know.
