Missouri Council of the Blind Convention Standing Rules



Adopted October, 2005

  1. Registration
    Members and guests shall register and receive identifying badges. The badges shall be required for members to vote.

  2. Voting
    The privilege of presenting motions and voting shall be limited to members of MCB. Guests attend without voice or vote, unless the Assembly grants the right to speak.

  3. Recognition and Debate
    A member who wishes to be recognized shall rise, address the chair and give name. No member shall speak in debate more than twice on the same question nor longer than two minutes without permission of the Assembly. The total debate for each proposed bylaw/amendment shall be limited to ten minutes unless extended by the Assembly.

  4. Courtesy is required throughout the convention. Should an incident of discourtesy occur, at the request of the president, the microphone will be turned off and that member shall not be recognized again. Microphone runners will retain possession of microphones at all times.

  5. Vulgarity and swearing, even for purposes of emphasis, shall not be tolerated.

  6. Points of clarification are questions, not answers, and may be asked only after a member is recognized by the Chair.

  7. Smoking
    No smoking is permitted in the assembly room.

  8. Cellular phones
    Phones must be turned off or put on vibrator during meetings.
